Look up Z2 G9 tower quickspecs pdf. Latest I found was from 8/1/23. From there look up "thunderbolt".
Attached below is that PDF. Sounds like you'll need a TB3 card in PCIe slot 4 and a Flex IO port interface for TB too. See page 5... "Flex IO port and PCIe slot 4 will be occupied when Thunderbolt is installed."
I'd call B & H Photo HP pros for details and proper purchases... they know their stuff.

Some added references for you to look up. This does not appear well documented by HP but at least the QuickSpecs indicate it can be done... do you really need TB3, however?
"PCIe AIC" = 3UU05AA = the PCIe Gen3 TB3 card to use in your PCIe slot 4 = not inexpensive...
GPIO cable for the top rear black internal port of that TB3 card... is there one? Does it go from the TB3 card to the Flex IO option card internally, into its white tiny port shown? I'd bet this is the case... note that both of those ports have 5 PCB attachments. Or, is there a GPIO port on your motherboard for the GPIO cable running from the TB3 card to attach to? I don't think so and no reference is made to such a motherboard port in your manual.
Thunderbolt 3 with USB4 USB-C 40Gbps port Flex IO option card = 3TK77AA (see its pic on page 9 in the Flex IO HP PDF, and shown below) EDIT: Note that the max speed stated in the image below is 10Gbps, not the 40Gbps mentioned in the QuickSpecs above. Thus this may not be the USB4/TB3/40Gbps HP Flex IO module you'd want... you need to research that.
Here might be the Flex IO module you actually need... note it states specs of up to 40Gbps, but is an older part number and supports DisplayPort 1.2 while the newer one above is stated to support DP 1.4.
HP's TB product support has been confusing for years now, and they need to put out a proper White Paper on the product line if they want to sell more. Personally I've given up on recommending its use in our enterprise:
