I have come to exactly the same conclusion as you - that the issue with the uncontrolled fan only occurs with Kaby Lake CPUs (not with Skylake CPUs). I was able to test and validate this behavior in two Z240 SFF systems with multiple CPUs.
So far, the assumption in this forum has been that the issue is caused by the wrong CPU or chassis fan. For this reason, I purchased another Z240 SFF today, which provides a CPU and even all the necessary and correct fans for further testing. This will allow me to validate the issue definitively.
Unfortunately, I am unsure if HP engineers will address this problem, given that the Z240 is now somewhat older. However, since Kaby Lake CPUs are officially supported for the Z240 (SFF), I strongly believe this issue should be fixed.
I’ll report back with further test results.
