a cpu temp of 128c is overheating and causing the fans to ramp up in speed

 

if your cpu cooler is cool to the touch, then it's not absorbing the heat from the cpu you need to conform proper mounting of the cooler and apply thermal paste if you have done this and still the cooler fins are cool, the cooler itself has failed and needs to be replaced
