Just purchased a used HP Z8 to use as a small in-home server.  Works great except for the fans. 

 

The BIOS has no fan options other than minimum fan speed.  That works, and will set the fans to run at whatever duty cycle you choose.

 

However, the fans never cycle up or down depending on temperature.  Seems like there is a user-space program that should be controlling these fans.  I've done the usual hardware probing in Linux, and while I see the temperature sensors (and output), I do not see fan control except for the GPU fan. 

 

This seems to be a similar issue to the one linked below.
