What is the maximum VRAM that this computer ( z210 ) can run? I am looking to buy a graphics card and I don't want to waste my money by getting a bigger graphics card than I need.

I don't think you fully understand the relationship between the computer, video card and software
video ram on a video card is what displays the image and stores the game textures and in general more is better
however some video cards that are low powered and unable to run a game at a resolution of say 1080p will attempt to get you to buy them by adding ram that the card is really unable to use
my best advice is to
1. determine how many watts your system provides for a video card
2. look at some games/software you want to play/use and read the recommended video requirements
in your case the z210 is a SFF (small Form Factor) system and as such has a custom power supply/motherboard
and it's limited to video cards that consume 70 watts or less these cards will NOT have a AUX GPU power connector which makes it easy to ID cards that will work in your system a nvidia 1030 will work or perhaps a 1050 if you run just a single pci-e video card and no other pci-e cards installed
