TPM is done by a physical chip on your motherboard

Most  HP 280 Gen 4 systems meet the requirements for windows 11

it has a 8th gen (or later) cpu and usually comes with TPM 2.0 and is a UEFI based bios

However Some 280 G4's do not come with TPM 2.0 Enabled (depending on the country where you live)

If you want to install W11 on a Pc that lacks the TPM/CPU/Bios requirements, you can bypass the W11 hardware requirements

by  using a modified windows 11 setup that does not check for these requirements

the easiest way in my opinion is to do a clean install using a original windows 11 ISO image downloaded from microsoft and then using the program "Rufus" to read the ISO onto a USB key it will offer you the option during the USB key creation to bypass the windows 11 MS-Hardware check

you can also try a in place upgrade of windows 10 to 11 however some  in place upgrades fail to successfully do the upgrade

Paul_Tikkanen has posted numerous times on this site on a method he uses for doing a in place upgrade use this sites "search" feature and use his name and windows 11 as keywords to see his posts on this subject
