Thank you all for the suggestions, my conclusion is that enabling hyper-threading in BIOS is  what cause my windows 10 to crash, disabling it even with the 2nd CPU added all work fine, which mean the crashes are symptoms and not really the mean cause they are just windows 10 interpretation of what may cause it, any way  I've read some articles about how a machine with a Skylake or Kaby Lake Intel processor, that under certain conditions, it may be prone to crashing if hyperthreading is enabled.

Hi , I have an update on this problem and the solution for it, it seems the Hp z640 workstation Bios have a new update that fixed many problems including what i'have explained in this topic, I'm glade i can use both CPU's with HT enable with no bleu screen or crashes.
