Paul T has also helped someone else with a related issue on that Samsung M.2 SSD. See the link HERE .
For some other HP workstations the M.2 SSD devices could not be seen by the BIOS unless it had been updated to a later version. I doubt that is the case with your BIOS but it is possible. Look into that.
A M.2 SSD is like a HDD or a 2.5" form factor SSD. If it is not formatted (that is, if it is in a "RAW" state from the factory or from a seller who wiped it) it may not be usable by the operating system you are trying to install it with. I personally still prefer to use MBR partitioning and then the long type of NTFS formatting ("long" = uncheck the box by "quick"). I do this by moving the drive over to another computer and use the Disk Management features that are built into its Windows OS. For M.2 drives that other computer needs to have the ability to "see" another RAW formatted NVMe M.2 drive, of course.
