Important: You should verify that your device meets minimum system requirements before you choose to boot from media, because it will allow you to install Windows 11 if you have at least TPM 1.2 (instead of the minimum system requirement of TPM 2.0), and it will not verify that your processor is on the approved CPU list based on family and model of the processor.

Hi:
I have W11 22H2 installed on both of my HP 8200 Elite CMT's and it works just fine.
You don't even need to have the TPM 1.2 chip enabled, and it should have been enabled by default.
I have W11 22H2 installed in a HP 350 G1 business class notebook and that model does not come with a TPM chip.
The TPM 1.2 chip should be listed in the device manager under a 'Security devices' category.
If you do not see such a device, your PC may not have a TPM chip (some countries do not permit those), or it is disabled in the BIOS.
If you are running W10 in legacy mode and have BIOS v.2.33 installed and you enable the TPM security chip, it will take over two minutes for the PC to restart from a warm boot.
So, it is best that you install W10 in EFI mode so that you don't have that problem.
I kept both of my 8200 Elite's at BIOS version 2.28, where that problem does not happen if you have W10 installed in Legacy mode and have the TPM 1.2 device enabled.
So, onto your question...

Device Security:
Check to make sure the device is not hidden. If it is, change the setting from 'Device hidden' to 'Device available.'
Save the settings there and again when you exit the BIOS.
Then on page 12, make sure the TPM device is enabled.
Since my TPM devices were enabled and all of the BIOS settings were at their defaults, I have no idea what will happen if you enable the TPM.
I have a Dell notebook and the TPM 1.2 device was disabled by default.
I enabled it and it showed up in the device manager as in my screenshot.
The change was transparent other than the device now showing up.
So, I have no reason to believe if you can enable the TPM 1.2 device in the BIOS that you should encounter any problems.
