I am having some issues doing a fresh install of Win 7 on a HP Z4 G4 Workstation.
I believe this is due to Win7 not natively supporting USB drivers?
The error received is:
A required CD/DVD drive device driver is missing
Is there installation media available with the required drivers for this workstation to downgrade to Windows 7?
The software being used with this workstation is obselete and not compatible with Win10 and thus we must downgrade.

Hi:
You are correct.
However, according to page 18 at the link below, some Z4 G4's can't run W7.

Anyway, if your PC has USB 3 ports, run this utility from the link below to put the USB 3 drivers into your W7 USB installation media and boot from the USB 3 port.
http://download.gigabyte.us/FileList/Utility/mb_utility_windowsimagetool.zip
Make sure you have enabled legacy mode and disabled secure boot in the BIOS prior to attempting to install W7.
