Internal SATA HDD ejectable in Windows 11 on HP Z4 G4

I have two HP Z4 G4 workstations that were shipped with Windows 10 Pro for Workstations. These now have a clean install of Windows 11 Pro for Workstations. Both of these workstations have three internal drives, two HP Z Turbo NVMe drives, and an internal SATA Western Digital hard drive.

The issues are as follows:

(1) The internal SATA HDD in both machines displays as being USB ejectable in Windows 11 under the safely remove hardware corner taskbar icon. This wasn't an issue with Windows 10 as the drive was correctly displayed as internal in Windows Computer Management. How can this be fixed? Is this a driver issue or a BIOS issue perhaps?

(2) Before the SATA HDD is installed in each machine, Windows 11 computer management shows NVMe 1 as Disk 0 and NVMe 2 as Disk 1 as expected. However, when the SATA HDD is installed (on any of the SATA ports on the motherboard), the SATA HDD becomes Disk 0, pushing NVMe 1 to Disk 1 and NVMe 2 to Disk 2. With Windows 10, the order was NVMe 1 as Disk 0, NVMe 2 as Disk 1, and SATA HDD as Disk 2. How can this order be changed so that it mirrors the way it was with Windows 10?

drive lettering is done as the ports with drives are enumerated (discovered)

the System will ALLWAYS discover the onboard SATA ports first and as such name them first

this is why the drive port naming/numbering changes  showing the SATA drives first when you connect a SATA drive 

you will also see the change in the "disk management" app it will reorder the shown connected storage devices
