Hi,
The computer is running Windows Vista Started and I would like to know if it is still possible to upgrade to Windows 7 – Started / Home / Ultimate.
Does HP still make the upgrade license available?

Unfortunately, HP no longer has that option available.
You would have to find a W7 upgrade disk and product key on eBay or another 3rd party retailer.
If you decide to do that, make sure the software is genuine and the product key is unused.

indeed no particular reason, that it is not possible

@Racpu_ -- The computer is running Windows Vista Starter.
Three issues:
1. The disk-drive might be an "antique". Windows Vista became available on January 25, 2007, and Windows 7 became available in early 2010. So, if your disk-drive was factory-loaded with Vista, the disk-drive probably was manufactured in 2007 or 2008 or 2009, making the disk-drive at least 12 years old. I would not "trust" a disk-drive that old.
2. the "minimum hardware" for Windows 7 is higher than the same for Windows Vista. So, your computer may feel "slow" when running Windows 7.
3. some software, especially anti-virus software, will not install on Windows 7. The manufacturers stopped testing their software for use with Windows 7. You'll find other software programs that refuse to install under Windows 7.
I think that it is time to "retire" your computer system, rather than spending $50 to $100 for a new disk-drive, and the same amount for a valid license for Windows 7, and maybe some money for additional RAM.

itsmyname is correct a newer used system will give to the best bang for the buck
the upgrades listed below are around 70.00 and a newer used 70-100 dollar system has better specs/upgradeability

actually the dc7800 is able to run the 64bit version of windows 10
to do so buy a HP branded 64bit windows 7 install disk off ebay, this will install without a serial (or use a retail 64bit w/serial)

then do the still free 64bit win 7 pro to 64bit win 10 pro
i would also upgrade the ram to 8GB and the cpu to the next fastest quad core and possibly a SATA SSD
