You did not mention your system so I do not know if the OS is on an SSD or if fast boot is supported.
Usually an accumulation of bloatware over a few years. This can be made worse by having multiple anti-virus apps running concurrently.
Hp has some suggestions here
https://support.hp.com/us-en/help/diagnostics?category=computing&issue=computer-slow
I would bring up the windows task manager and look at Memory, CPU, and Disk usage. If system is idle all should be near 0. Bring up a word or excel document and watch the summery at the top for "processes" tab. Some stuff loads into memory and stays there and seem to be hardly ever used. Unfortunately, some windows processes do that but are needed. Yo can sort the memory usage to see who is hogging it and try to uninstall the apps if not needed. Do that only if you recognized the app.
Next check your power plan. If plugged in the processor speed maximum should be %100 or up there and the minimum should be about %5 or so.
Generally the cpu slows down when only on battery and can affect performance.
last to check is disk space. If getting near %75 full think about upgrading drive.
almost Forgot - run the hp diagnostic app and look for possible disk errors causing slow loading.
Hope This Helps.

1) Windows heavily relies on the hard disk speed, and memory amount. With windows 10, if you carefully clean your system from bloatware loading, 8Gb is recommended minimum. At least 16 is desired for a good boost.
SSD is also highly desired, or consider using at least 7K rpm hybrid hard drives.
2)Your CPU is of 2016 year, but later there was a Spectre vulnerability discovered, and most CPU, and OS makers released updates and patches that more or less alleviate the CPU security holes, with tremendous loss of performance.
In WIndows you can partially disable such mechanism with the Inspectre tool https://www.grc.com/inspectre.htm.
Consider also a possibility of rolling back your system BIOS to pre-2019 state, because newer BIOSes contain newer CPU microcode patches. But always remember about the security, since today even seemingly harmless user-space program can steal your admin credentials exploiting the Spectre weakness.

Cannot determine the problem by guessing. Please run the windows task manager for a few minutes then capture the image like the one below and post it. You can use the WindowsKey + SHIFT + S to grab and paste it below
I have a lot of items loaded on my system and had to max out my memory.
How long have your had your computer? The disk drive may have gotten full.
Look at your power plan and compare to the following laptop plan
At the window start enter powercfg.cpl and select advanced
