Not entirely sure how to read your inquiry. But if it is the case that you have determined that your motherboard is defective, a replacement motherboard can be bought cheaply, starting at [as of 07/01/2022] for $22 here: HP ProDesk 400 G4 SFF Desktop Motherboard LGA 1151/Socket H4 DDR4 900787-001 OEM | eBay.
When you replace your motherboard, because as you said it's defective, you do not need to acquire a new operating system license for your desktop as long as the replacement motherboard is the same make/model or the same manufacturer's replacement/equivalent -which the motherboard in the aforementioned link complies with.
I do hope you recorded your Windows license key.
