connect the boot drive to one of the two sata 6gbps ports, remove all other cards except for video reset bios to factory defaults (not saved custom defaults) the reset is done by removing power cord, press pwr button till front light/beeps stop now remove side cover and remove cmos batt and then press cmos reset button for 5 sec. reinstall cmos batt/side cover attach power cord start system enter bios and set time/date do not change any other bios settings at this point

 

now do a clean reinstall of windows 10 64bit DO NOT ADD ANY DRIVERS TO SYSTEM once windows 10 is installed power off then restart  system to see if it works normally

I tried what you suggested, it didn't work. I also live booted linux on a usb, and tried shutdown from there, same issue, it turns back on again.

 

So I think its a hardware thing

I would do what you suggested as a last resort, I'm hesitant to do it to be honest as I might mess some things.

 

Is there another alternative to diagnose this issue ?
