Additional thoughts (just spit balling here): an RTX A4000 is powered with a 6-pin PCIe power cable (I'm sure you have) and requires a specific driver which you can find/download here: Official Advanced Driver Search | NVIDIA:
Here is a link that may be useful for you: 4K@60Hz works but not 2K@60Hz | NVIDIA GeForce Forums. An RTX A4000 is a professional/productivity graphics card, not specifically intended for (high-res) gaming, for example.

while the rtx 4000 card is only capable of 2k resolution (it's basically a slightly scaled down rtx 280 super card)
it has 3 v1.4 display ports and a usb c port and it's max resolution is 2560x1600 which is "QHD" resolution which is also described as 2k resolution 4 k is not available due to the 8meg vram on the card as 4k requires approx. 11meg vram

is your monitor 2/4k capable? many are not even today quite a few current new models top out at 1080p

Thank you for your reply. Yes, my monitor can handle 4k resolution. I was expecting atleast 2k resolution from my Z8 G4 HP workstation.
When I connect my Zbook 17, G5 mobile workstation, I get 4k resolution, same as workstation resolution.
What should I try?

again, the rtx 4000 card only has 8GB vram not 11
is this a rtx 4000 (8GB vram) or a rtx A4000 (16GB vram) card?
both support 2k resolution and the rtx 4000 depending on the refresh rate also 4k
the A4000 does 2/4 k display at just about any resolution/refresh rate
you appear to have the nvidia control panel set to a wrong setting or the windows default video settings incorrectly configured
