this is a simple two step process that you can do yourself

 

since the 4090 is almost the same size as the 3090, a quick check using that as the search key with HP, z640 will give you several answers

 

 

next we have the power issue, check the nvidia site and see what wattage the 4090 draws

 

(NVIDIA GeForce RTX 4090 has a default TDP of 450W)

 

now, check the HP z640 "Quickspecs" and pick the fastest card HP has approved for the z640, they are listed in order from top to bottom with the bottom card(s) being the faster higher performance models.

now do a google search for the card model and add the keyword "watts" to see links that list the card models wattage draw, compare this number with the posted nvidia 4090 card. you now have your answer

 

(NVIDIA Quadro K6000) 225 watts and since this is approx. half what the 4090 wants the answer is no

not to mention the z640 being a compact minitower case would also most likely have thermal issues with the 4090 card

 

also note that you would also have  need the power adapter to convert the 4090's new power jack into the older style that the z640 power supply supports
