I'm having the same issue. Downloading and installing the Intel Management Engine software did not resolve the issue. Below are the hardware IDs:

PCI\VEN_8086&DEV_8D3D&SUBSYS_2129103C&REV_05
PCI\VEN_8086&DEV_8D3D&SUBSYS_2129103C

Try this driver...

This package contains the Intel Management Engine Software version 11.0 for the supported Workstation models and operating systems. This package installs the latest Management Engine Interface (MEI) and Serial-Over-LAN (SOL) drivers, as well as Intel Management and Security Status (IMSS), to support Intel Active Management Technology (AMT) versions 8.x and 9.x.

unless you are in a corp domain environment the  "AMT"/com 3 sol driver items are not necessary for most users

also the AMT remote access has known security issues

enter the bios and under the security section DISABLE AMT

note: do not set a AMT password as this password CANNOT BE RECOVERED BY ANY METHOD IF FORGOTTEN

Understood. Thanks for the background. Intel remote management has always seemed to have security risks. My only purpose was to configure the device driver, not to actively use the service.
