Hello I have bought a refurbished Elitedesk 800 G3 SFF from Amazon. When I turn it on it makes a low electric hissing from the PSU. Maybe coilwhine? Is this normal? The PSU inside is a hp d16-180p2a. Thanks for help in advance.

coil whine noise is usually a different noise/pitch that is higher in the audible frequency range
your noise is most likely either the capacitors or the inductors on the power supply board
since these power supplies are rather cheap i would simply replace it
