i don't think the cloud recovery supports the Z x20 or earlier systems due to it only supporting systems released after 2016 so only only the Z x40 and newer are supported , and HP no longer offers the win 7 disks for sale as far as i know
you can use any retail win-7 or better yet a official HP OEM win -7 disk these can be bought off ebay/amazon and other places as new old stock or used
the "internet archive" also may be useful when searching for HP restore disks
the hp moderators do not allow any direct links to windows 7 restore disks so you will have to locate them yourself

you can get a free activated win 10, by first installing and activating win 7 pro x64 (retail + key or OEM which self activates)
once in a activated win 7, go to the ms win 10 download site and you should be prompted to update to the current windows 10,
say yes to the update and it will check for a valid win 7 activation, then install win 10 prof along with a "digital activation" meaning the win 10 license is tied to that particular motherboard
using this method is best if you have or can source a activated win 7, as it's a free upgrade
