if the unit info is missing from the BIOS then it would not allow you to install any OS, since licensing requires all the info to be present in the BIOS. Please open a case with HP to get the unit fixed.

I have encountered the same once a while and need to get HP support to replace the unit or HP support onsite to re-write the feature byte correctly via MPM mode.
In short, Windows license info is part of the feature byte. If the feature byte in bios does not match the license you required, then you cannot load the HP Windows IoT images.
For t630, please note that HP has different SKU for Windows 10 IoT2015/2016 and Windows 10 IoT 2019.
Please also noted that HP Easyshell/ HP USB port manager/HP Write filter also checks feature bytes for license validation
