as there are several TPM chip , you have to visit this page , as already written some time ago in this post

https://support.hp.com/us-en/document/c05792935

then find in the list your computer model, then you will find the softpaq that contains the utility and several firmware file to update or downgrade (if possible) the TPM firmware version.

 

When you will unpack the setup file, you will find a PDF with the istruction.

TPM firmware change is not alwasy an easy thing.  it depend on Windows version , 7 , 8 , 10 ? the bit version 32 or 64 ? disk partitioning MBR vs GPT.
