I just purchase a T640 thin client with Win 10 IoT for testing.
With the current T5740/T620/T630's WES 7 thin clients we have now there are shortcuts under Administrative Tools call "Enable User Security" and "Disable User Security". Basically toggles all of the registry lock down settings of the "User" account. The idea is to disable, customize the user account, and then enable.
The issue is I can not find any such programs on the T640's. I've been running into issues manually trying to use registry/group policy. (these are not connected to active directory).
I just want to confirm I'm not missing anything.

I had the same issue and called tech support. You do this on your own through the local policy of the thin client. I wish I had kept notes but he was rattling it off too fast that all I could do was follow. But through the computer settings in local policy you should be able to open it to better be able to configure your user accounts. Or call tech support and mention this.
