CTO means the PC is Configured To Order.

 

HP offers a model series as a CTO which buyers select various options from a list of those available for the model series.

 

For example this model would be a CTO because it is customizable with various options.

Once you complete all the steps, item by item, configuring your selection of performance of this workstation, you can ADD TO CART and decide whether you are willing to pay online the price offered for your specific configuration.

So, there is no need to 'get the Configuration validated'; just order and pay and receive the workstation in due course.

Still, it is recommended to print the full detailed configuration that you created, so you can order the same through your local HP authorized dealers instead of ordering online, which is usually done in US and Western world.
