Perhaps this question is better answered by sales but it is a technical question...
I am searching the internet for a high end workstation like Z6. This model is available with several versions of the Socket "P" (3647) but not the (as far as I have understood) any of Intels dedicated single socket workstation processors like W-3223. Instead, only server (?) models with lower clock speeds like "Silver", "Gold" or "Platinum" are listed in the .PDF datasheet. The W-32xx has been out since Q2-2019, and they are still listed in retailers price lists. I have not seen this beeing obsoleted by Intel. Also, I have not found any with the W-33xx (Socket P+, 4189) workstation processors. This processor was launced Q3, 2021.

Indeed, HP Z6 G4 Workstations fitted with an Intel Xeon W-3223 (socket: FCLGA3647) appear to be few and far between.
I found exactly one (1) of these PCs online, here: https://www.userbenchmark.com/UserRun/53214305.
By the way, you can get Xeon W-3223 processors cheaply via eBay starting at $90 here: https://www.ebay.com/sch/i.html?_from=R40&_trksid=p2553889.m570.l1313&_nkw=+Intel+Xeon+W-3223&_sacat....
You can also get a Xeon W-3223 compatible HP Z6 G4 Workstation motherboard (HP 81C6, p/n: 914283-001 / 844781-001) via eBay starting at $243 if you are so inclined to build your dream HP Z6 G4 Workstation: hp 914283-001: Search Result | eBay.
As to the question "why no", it appears that demand rather than supply is the issue here.

Insert HP Product No. 52V55UC (one type of HP Z6 G4 workstation) and look at the last row at the end of the parts list that appears:
L65203-003 SKO-CPU INT W-3223, 8C 3.5GHz 160W
So it turns out that HP did offer the W-3223 CPU as part of a Z6 G4 workstation, and assigned the configured product a specific product number 52V55UC , even though the W-3223 CPU is not listed in the QuickSpecs for Z6 G4.
