You have the input from an IT specialist much more experienced with the Z820 workstations than me.
I 've worked over the years based on knowledge but also some on instinct and precedent. I've never heard of what you are proposing, but I have boosted wattage into video cards from Molex 4-pin power source(s) in HP workstations, as have others.
You have quite a bit of wattage for card 1. You're a little low for card 2. I'd input the third Z820 HP PCIe supplemental power cable's wattage to card 2 via a HP-branded 6-pin to 8-pin adapter, and I'd add any needed extra wattage from a Molex 4-pin coming directly off the HP power supply (using the single 12VDC source wire) to 8-pin adapter (obviously, using a beefy greater-than-18G wire adapter). There are reports via web searching that the Molex 4-pin connector is rated for up to 11A, but that is not with use of wimpy wires. 18G wires might get you 7A instead.
You're on your own tapping into the second CPU power source.
You're trying to do something no one else has reported here. I volunteer you to do this experiment and get back to us later to let us know how things went.

"IT" people like me NEVER RECOMEND NON APPROVED CONFIGURATIONS for systems used for work related task
there are several ways to supply power to a graphics card ranging from a 3rd party power source that fits a 5.25 bay to pulling power from a molex connector neither of these methods are something a "IT" support person would approve of in a business setting (home systems are a different matter)
again even a single 3090 card is going to be bottlenecked due to the available cpu's that a z820 can run
either upgrade the system or downgrade the video card(s)
