if the current configuration is exceeding the current draw at the socket,....changing the power supply for one with a lower total capacity will do nothing for the systems power draw as that will remain the same
in other words it doesn't matter if the max limit is 500 watts or 1000 watts the system itself will still draw the same watts from the supply
your client needs to upgrade the capacity of the outlet the system is connected to and this requires a qualified electrician in most cases

I guess you mean a real HP Z8 PSU, that is custom to any Z8
you mean this 851385-001 DPS-1450AB A -
which Z8 G4 I can not guess that. can anyone?
z8g4 workstations have all these real SKU (non told by you) ask on HPE, web site>?

This is a CTO so the P/N for CTO is Z3Z16AV with Z5L05AV (Z8 G4 90 1450W WW CHAS 100V 20A) as Chasis and Power supply now the customer has realized that in order to operate he needs 20 A socket and he wants to know if the 1450 power supply can be swapped with 1150 power supply with is 15 AMP the worststation is not heavily loaded 2 CPU and one Entry level GPU and 64 GB of memory so power wise can support the 1150 w/o problem
