newer intel cpu's contain a mini cpu/OS which is always enabled and powered on, this cpu is used for the AMT functions and will become active once the client AMT settings are configured in the bios
you then need to install the controller/server side of the AMT software and enter the config information such as the devices IP address and some other misc items
once the client/server sides are configured you will be able to control the remote system even if it's powered off
using the kbd/mouse on the server system, no KVM box is required the client can even be remotely controlled if it's mouse/kbd is disconnected
configuring the above is not a beginner's project expect to do a fair bit of reading on the intel AMT software
