Hi,
In the school I'm working we have around 200 PC of the model hp compaq dc7900 small form factor.
This equipment is over 10 years old and they are starting to give me this problem.
The computer boots and all fans start working at full speed and remain this way never slowing down.
Is this a motherboard issue?
Please help me determine the exact cause of this failure.

windows 7 (and 32 bit at that) has been out of support for quite some time you really need to consider upgrading to windows 10 (64 bit)
for your failing systems, remove power cord, press the power button for 5 sec then remove cover and replace the cmos battery with a new one, and then clean the cpu cooler and fan i recommend also replacing the thermal paste, now power back on and enter bios and reset any necessary/needed default settings such as time/date
