I have a hp z420 server/workstation. The Cpu in it was a intel xeon e5-1620 3.6hz , I began looking at cpu upgrades to fit the slot and found several but not all the cpu are working ( powers on but not booting) i have tried the below list for the LGA2011slot
intel xeon e5 - 2660v2( not working)
intel xeon e5 - 2658v2(not working)
ordered a e5 - 2695v2 to try.
of all these cpu are designed for this lga slot why would they not work?
please advise

Welcome to our HP Community Forum!
Well, looking here amongst HP Z420 Workstation Users, all the Xeon processors you mentioned are compatible. Here are just a few examples:
1.) Xeon E5-2660 v2: https://www.userbenchmark.com/UserRun/47002695
2.) Xeon E5-2658 v2: https://www.userbenchmark.com/UserRun/56110412
3.) Xeon E5-2695 v2: https://www.userbenchmark.com/UserRun/66886727
I would recommend the HP Z420 Workstation Software & Driver download link to check for any updates -including the most recent BIOS version (03.96 Rev.A) here: HP Z420 Workstation Software and Driver Downloads | HP® Support.
Hope this was helpful.
Kind Regards,

Lest I forgot to mention it (assuming you knew), is that all the aforementioned processors lack integrated graphics, meaning, you'll need a graphics card to get a video output.

To the OP... what is the boot block date of your workstation, from BIOS? You would not be the first to have a Z420 v1 and fail at getting a v2 processor to work in it. That is where I'd look first. Just search in here or via google for Z420 v1 versus v2.
p.s. A motherboard transplant of a v2 version would be what I'd do if that was the issue. I've posted in the forum here on how to look at an eBay ad and see from the right-hand HP side part numbers on the motherboard's barcode label to know if it is a v1 or a v2. A Z420 v1 cannot run a v2 processor. Then you need to make sure the seller sends you the v2 shown in the ad.
