I know these workstations are certified by HP for use of NVMe M.2 drives but you state you want to install a M.2 SATA drive. Why not use a NVMe M.2 drive?
Assuming your Z6 G4 is licensed by HP for Windows (not a Linux box) you can download a HP Cloud Recovery W10 or W11 installer which I recently have posted here on how to get the updated downloader that truly works. That would get you the installer that HP has tuned for this workstation, including for use with NVMe M.2 drive. Look on the back of your case to make sure you see the Windows logo sticker there.
Doing a clean install using that is one important step but having your BIOS settings at "Factory Defaults" is another thing you should do first. Another tips is to do the clean install with no other drive installed. You can add that in later.
