The Driver Pack for the Z2 G4 Workstation models for Win 10 x64 21H1 & 21H2 (sp106157) is invalid. It is only 319kb and is the wrapper with no content.
This has been noted before, but since it was identified as invalid in August, it has still not been fixed. The only driver pack available for these models is for 20H2, which is now more than a year old and is not appropriate for the latest Windows 10 releases.

is this the link you have issues with?
https://ftp.ext.hp.com/pub/caps-softpaq/cmit/HP_Driverpack_Matrix_x64.html
this link also has the drivers but as separate downloads

Correct - that page has the links to all the SoftPaqs.
I am calling out that HP have released a faulty SoftPaq that they need to fix. This has been identified previously in these forums (months ago), but it has not been fixed.
The drivers in the driver packs are not "the latest" drivers, which will be the ones you can get individually from the model pages. Instead they are the "latest, stable and tested" drivers - all the drivers for the Mini, SFF & Tower in one download. To get all the individual drivers for all three models would take hours, not to mention the testing required.
