I am unable to connect HP EliteDesk 800 G3 Small Form Factor PC DisplayPort to Samsung TV HDMI.

Interesting that the HP EliteDesk 800 G3 Small Form Factor has two DisplayPorts, so a DisplayPort to HDMI cable should work.  One like this:

Notice the cable is described as Uni-Directional, so if that (or similar) is not what is being used, then a HDMI to DisplayPort cable will not work.  With everything being correct, look in the display settings on Windows and then Multiple displays, then detect monitors
