I was told by the vendor that HP Z600 X5570x2, RAiD (1+1TB), 16GB RAM, only support Windows 8 and 2003 but does not support Windows 10. Moreover, can I use this server as a workstation?

either you did not fully understand what you were told or the person who told you is misinformed
what is important is the wording...... HP does not support windows 10 because the model was at End Of Life (EOL) as such hp never validated win 10 on the z600 ....so no OFFICIAL WIN 10 support from HP
however just because hp never officially supported this OS does not mean windows 10 will not run on this hardware,..... IT DOES and win 10 fully supports the hardware found in the z600, and many have already done the upgrade to win 10
last, this is a workstation not a server, MS server 2003 is not officially supported by HP and the same thing applies to this configuration it will run but hp/ms will not provide support
