Hyper-V will not let me install Microsoft Server 2016 (ProLiant ML30 Gen9)

Operating System: Microsoft Windows Server 2016
I hope I’m in the right place for this question.
I purchased a ProLiant ML30 Gen9 server last year and installed Microsoft Server 2012 R2. Now I would like to install Microsoft Server 2016 and 2019 in Hyper-V to experiment with these operating systems.
When I execute the Microsoft Server 2016 in Hyper-V it gives me the following error,
“Windows failed to start”
“There isn’t enough memory available to create a ramdisk device”
I read in a few places that there is a compatibility issue, but I can’t find anywhere a solution. Has anyone been able to resolve this problem?
