Look at the return address.

The message appears to be from "Savex".

Check the message - part of the sentence grammar is awkward and structurally incorrect.

 

If you wish to purchase a device from HP - please visit the HP Store in your region.

If you need help, contact the HP Store customer service.

 

Personal Observation: 

Custom build orders can take longer than expected. 

If you can do so, order from "in stock" selections.
