Thanks for reaching out! I'd like to help 🙂
This is a very old product and I am afraid that we do not have the Windows 7 drivers available for the Photosmart R707 camera 😞
It's a shot in the dark, but Windows 7 supports plug and play devices, so you can try to connect the camera to the PC and check if it recognizes the media.

If its not too late I will add...
Technically no its not as Dvortex pointed out.
If you are trying to upload images from the built in memory, you might connect via USB, but you might also have to set the camera in disk drive mode from within the camera settings.
Page 129 of the manual explains how to do this... http://www.hp.com/ctg/Manual/c00093767.pdf
Otherwise, do not use the cameras built in memory.
You should be using an SD card that you can take out and plug into the computer via a card reader (card readers are cheap, if your PC does not already have one). If the camera fails (due to age, and it will eventually), the built in memory will be lost.
That camera will only take up to a 2 GB SD card.
