Over a period of time temporary files, internet browsing files, cookies and other junk files get accumulated in your PC. Also, the files are also placed randomly on the hard drive. All this can make your PC slow and it may not be able to run at optimal condition.
Following link provides an excellent resource for tuning up your PC. There are online classes you can watch for free that explain all these tasks. Performing these tasks enables your PC to run faster and without any issues.
