I have gone through the same thing today with a Mini 210t-1000.  The first disk loads fine then the second disk is not recognized as valid.  Tech Support, and I use that term very loosely, said their disks are fine and the problem is the machine.  Baloney.  All the on-board dianostic tests were fine and my more exhaustive hard drive tests were fine.  Either the disks are defective or the HP recovery porcedure is.  Since I ordered the disks online I too was told they couldn't replace them and I would have to pay for another set if I wanted to try again.  The response was absolute BS and the tech refused to connect me with a supervisor.  They wouldn't refund my money either.  I have been using HP products for a very long time - my first HP printer was the original LaserJet.  I have watched HP's quality deteriorate and their tech support become useless ever since those first days.

After thirty years of bad drivers, failing hardware, and lousy tech support I've had enough of HP.  Even the printer app for my Android tablet doesn't work - third party apps do work and recognize my HP printers but not HP's app.  They can't get anything right.  My advice to one and all is to choose anyone else's hardware.  HP is done.

I took a Windows 7 setup disk and it installed fine.  It isn't the original Windows XP that I was hoping to reestablish but since HP refuses to acknowledge their failure there isn't much else to do.

Although I am an HP employee, I am speaking for myself and not for Hewlett-Packard.
