I've installed this week what the HP update tool says is the latest video driver and this problem remains.  This problem has been with this laptop since I first got it.  It was exclusively

The problem occurs when a user does a "switch user" to allow another member of my household login.   No additional applications need to be running by either user to cause this.  This has occurred even when there are no browsers/application running for either user.  On more rare occasions, only one user needs to be logged in for this process to go high CPU.

 

Killing the process with sysinternals process explorer makes the high CPU go away and I have never seen a detrimental result to killing it.  All video continues to seemingly work normally.

The HP Support Assistant says I have the following driver;

Intel(R) Processor Graphics  -  Intel Corporation  -  10.18.14.4029

I would like this problem to go away permanently.  None of my other HP laptops have this particular problem when switching users.
