What's the best quality paper to use with a DesignJet T650?

There are a lot of variables that affect that answer. What are you printing, how long do you want it to last, what environment will it be placed in after printing.

 

For everyday printing HP Bond paper is a good choice.

What's the best paper for printing a 3'x4' portrait that is compatible with the DesignJet T650?

This link contains all recommended papers for Designjet printers. Any paper stated as compatible with 600 series will work, if you are printing photos likely the gloss photo paper is what you are looking for. It is available in a 36" roll which appears to fit your requirements.
