In most cases this is caused by a failed firmware stick which sits on the formatter board. It is currently listed as obsolete so HP does not stock it but you can try sites like Ebay for sellers that have remaining stock. It might be a bad formatter but in most cases it is the part listed below.
Part you need is CQ890-67105 but according to other users HP no longer supplies that part so you likely need to track one down via

Hello @JK339
Please, try the procedures below:
- Turn off the plotter using the power switch at the back.
- Unplug the power cable.
- Wait at least 15-30 seconds.
- Plug the power cable back in and turn on the printer.
- Check if the error persists.
- Recommendation: If the error persists after a hard reset and firmware update, you may need to replace the formatter/main PCA component.
- This part can sometimes be purchased directly from HP or authorized resellers.
