I Have a DesignJet T-130 & Change the black cartridge & cutting knife but did not work saying: There is a problem with the printer or ink system

The cutter used on this model and at least 5 others I know of are problematic. One bonded gear on the cutter tends to crack which results in the cutter not moving properly, causing excess noise at minimum and total failure at the other end. I suggest you remove the cutter and try using the printer, or disabling the cutter through the control panel. If the cutter is indeed the problem you will need to either replace it, or the other option is that a search on Ebay will show several vendors selling a replacement gear that is made of metal. I have never tried the metal gear so I cannot personally vouch for it. Example of the broken gear in pictures below.
