After plotting a drawing the cutter is catching the paper instead of cutting it at the end of the plot.

@Valsimot is correct about the cutter being dull, but I have also seen instances where a rubber washer that stabilizes the cutter on the paper breaks, preventing proper alignment of the cutter on the page. Result is the same, you will need to replace the cutter.

How old is the printer and what kind of paper are you using?

The cutter needs to be replaced from time to time it can be sharp and do fine cuts forever.

The plotter is about 3 years old.  I am using the HP 90g/m2.

It's probably not sharp anymore and needs to be replaced.
