When my prints start streaking and doing weird shades of colors in my experience it has always been a ink head.
Although none of the ink heads on the display screen are blinking, I know it's one of them that is the culprit.
I wonder why the inkhead display doesn't show you how much is left in each ink head color? It shows it on the ink cartridges.
Also, why do you think they made it where you can't print out the square color chart by pressing sequences on the panel?

I have the same problem cannot find the printer using the HP utility. Have to do it the old fashioned way. Find your plotter in Devices and Printers, then got to properties. Go to the Services tab and pick "Status of my Printer."
It will connect locally (192...etc) and bring up the status window. On the left side are all of the maintenance options (I needed to clean printheads).
Hope that works, it worked for me. I just stabbed in the dark until I found it, otherwise I would share a link.
