How do I fix this? There are no blockages, I tried cleaning the encoder strip with tap water and a soft cloth as recommended. 

Unfortunately I am out of warranty…

When does this error code appears? On startup, during the printing, after the printing?

I get the error immediately when trying to start up. it doesn’t let me get to any option screens or print anything

According to the internet this is a media path error. 
I was just on the phone with HP yesterday because the printer constantly asks if we are printing to transparent paper when we load Roll 2. 

 

According to HP there is a media sensor and a line sensor. When you slowly advance the paper by hand into the printer, the media sensor should get triggered and tell the printer to grab the paper from you and begin the process of loading. When the paper reaches the line sensor it begins the adjustment and alignment. 

You'll have to find a manual or a helpful resource to show you where this sensor is. I would assume it is bad if the printer won't boot past that error. Ours seems to be intermittently working enough that it will boot, but often cannot see the paper being loaded. 

 

I am glad I read this because we get all sorts of errors on our Z6 at boot and a restart usually gets past the error. Maybe this media sensor is behind that because if your error code is correct and the printer refuses to boot, maybe that is why ours boots sometimes and sometimes does not.

Thank you for the input, that is interesting about the media sensor. 

It does sound like it is trying to get something moving (carriage motor or scan axis motor?) very briefly when it’s starting up. 

 

I searched for quite a while for a service manual, to no avail, anyone have a link? Or perhaps to a diagram of what parts are where so I know more what the error is talking about?

I didn't suggest this before because I sort of thought the suggestion from HP was sort of a "is it plugged in" type of response. Get a clean cloth and clean the encoder strip.

I tried to search for information about the media sensor on youtube and searched your error code for the heck of it. The video suggests cleaning the encoder strip. That video is a different model, but the same HP error. Perhaps it will be a clue. If you also search "clean HP encoder strip" on Youtube, you might get some better quality video and instructions. ¯\_(ツ)_/¯

Other issue that can cause loading issues is a dirty line sensor or one that needs calibration. I would not undertake any parts replacements until you have cleaned and calibrated the sensor. You will need to find a service manual for the steps. The calibration process is tricky as I have found that quite often the printer does advance the paper properly before trying to calibration causing a failure. I typically load a sheet from the front, working it under the front starwheel assembly so it can rest back against the platen where the sensor can read it. Line the sheet up so it sits to the right where the normal edge of the roll is.

I understood that the error comes up before the machine will boot to a menu. Is that correct @Martian0093?

If so, I don't know how they'd get to a menu to do a calibration. That's why I suggested finding the sensor.

Yes, the error comes up before I even get to a menu. 

I did clean the encoder strip already but I will see about the line sensor.

I do have a new roll of paper loaded on and I fed  it through by reaching up under the back and  rotating that gray colored roller. So it’s through past the carriage path and under the star wheel assembly and hanging out the front.
