Product: HP Latex 1500 Printer

I printed some test images and they are double struck and offset about 1/8". The encoder strip was cleaned but the buildup was too great to allow complete cleaning with a polyester cloth and water (anything else to use that's stronger?). No change in the image or anything else I tried to print. I know there must be an advanced encoder strip integrity test, but I don't have the engineer's login to get there.

Definitely encoder? or something else.

Any thoughts would be greatly appreciated.
