Product: HP Latex 315 Printer
Operating System: Microsoft Windows 10 (64-bit)

I purchased an HP Latex 315 Print/Cut bundle.  The 54" cutter is not currently turning on.  It will just keep flashing at the opening screen & whirring but will not fully turn on.  Could this be an issue with the main board?  How would I know for sure?  I've tried swapping out the power cord & restarting several times.  I've also let it  sit over night with everything unplugged & then tried again.  Also, how do I get to the main board to check the connections?  Is it under the top control panel?  I've opened up both sides & can't seem to get the bottom off.
