Printer is say the printer is not able to complete the load because it cannot detect the paper? but the paper is loaded

try reloading coming up with same message 

turned off and restart still the same

any body had this issue?

Yes and the most common issue is ink pollution on the carriage sensor. Open the right door and check for excessive ink around the service station, in particular there is a small brush that cleans the sensor. Excessive ink is an indicator of a printhead leak and it will need to be replaced. If the brush is covered in ink you may need to replace the service station as well as the brush is delicate and does not tolerate cleaning very well. While you have the service station out you can clean the sensor on the bottom of the printhead. The only other common failure is an oops sensor but if you see excessive ink the head is your problem.
