On my T530 the roll won't load.  When it says it loaded and  I submit a polt it only prints about an 1 inch worth and s

May be the OOPS sensor (out of paper sensor). Try loading a cut sheet. If that fails as well then most likely it is the oops sensor. Check the paper path on the right side (facing the printer) to see if there is any debris.

You're referencing the right side. but the 11x17 tray works.  Isn't the paper path the same?

Yes the path is the same, but there are other factors that can cause roll issues and testing sheet feed helps to eliminate the oops sensor as a problem. Paper not rolled consistently when manufactured or the end guides on the roll holder being too tight can create issues
